Capcom has not specified whether this is a timed event or if the game is now completely free-to-play.
Capcom’s Street Fighter Twitter account just announced that the game’s original roster and Season 3 characters will be available for free on the PS4 and PC platforms. This comes just ahead of EVO, the largest fighting game tournament of the year, which is this weekend. Fans of the game are hoping Capcom will offer more news on Street Fighter V at that event, and Capcom may be looking to stir up some interest in the title ahead of time.

At this time, Capcom has not explained whether the free characters are part of a timed event (as they’ve done in the past), or if SFV is officially becoming free-to-play. In any case, if you still haven’t dipped your toes in the waters of the newest Street Fighter title, now seems to be the time.
SFV launched in 2016 with 16 characters, including a number of fan favorites and interesting newcomers. Season 3 was perhaps the most well-received update for the game, and among others brought Cody, G (the President of the World), Sagat, and Sakura into the fold. Here’s the complete list of characters that will be available to play for free on August 1:
